Guinea Launches TELEMO Digital Platform to Modernise Public Procurement

Guinea has launched a new digital procurement platform called TELEMO as part of efforts to modernise government operations and improve transparency in public spending.

The platform was officially introduced in the capital city, Conakry, on May 22. It replaces many paper-based procurement processes with a fully digital system designed to make government contracting faster, more transparent, and easier to manage.

The TELEMO platform was developed with support from Rwanda, which is widely known for its progress in digital governance and public sector technology systems.

According to officials, the platform brings the entire procurement process into one online system. Government institutions will now be able to manage procurement planning, publish tenders, receive bids, evaluate contractors, award contracts, and store documents electronically.

Authorities believe the move will reduce delays, improve oversight, and strengthen accountability in how public funds are spent.

The launch is part of Guinea’s wider plan to modernise public financial management and speed up the digital transformation of government services across the country.

Public procurement remains an important part of Guinea’s economy, accounting for between 11% and 15% of the country’s Gross Domestic Product (GDP). Because of its size and economic impact, the sector has become a key focus area for reform.

The government also hopes the platform will create more opportunities for small and medium-sized businesses by making procurement information easier to access and simplifying participation in bidding processes.

Both local and international companies will be able to use the online system to access government contract opportunities.

Across West Africa, public procurement represents one of the region’s largest economic sectors. According to estimates from the World Bank, procurement spending across the region accounts for about 11.5% of GDP, amounting to nearly $80 billion each year.

Guinean authorities say TELEMO is not only about digitising paperwork but also about improving governance standards, strengthening investor confidence, and aligning the country’s procurement system with international best practices increasingly adopted across Africa.

Officials believe the platform could help make Guinea more attractive to investors while supporting economic inclusion, public sector efficiency, and long-term digital development.
